"This place has gone to the dogs," Ella Rainey, who lives in the Ennis Francis I low rises, said. "This is a dump." Rainey's closet doors and radiator are broken, and there's mold in her bathroom. The windows don't open during the sweltering heat of summer. The upstairs toilets leak into her unit, and the paint on the wall is peeling.

According to tax returns, the corporation made $10.7 million in profit in 2008, but ran a $4.2 million deficit in 2009 after a $15 million drop in "other revenue." The corporation has been losing money ever since.
A spokesperson for the contractor, A. Aleem Construction, said in April that only outside work had stopped. A construction worker, however, said at the time that work had stopped because of "finance problems." Neither ADC nor A. Aleem returned repeated phone calls over the past two weeks. "Based on everything we've seen and heard, it seems that the ADC was diverting the construction financing for other purposes," Bauchner said. "They've now left a multi-acre abandoned construction site in the middle of city." Matthew Stillman, another member of the 123 Street Block Association, said the stalled construction has obstructed parking on the block and neighbors have "seen more drug dealing" after construction stopped. The development is no stranger to controversy. When plans were first presented in 2010, critics said the building would be out of context with the neighborhood's character, while proponents emphasized the need for rehabilitated housing units. Residents of the complex then also complained of dilapidated conditions.
For now, however, the residents of the original Ennis Francis Houses for whom the new units are intended are left with few options and answers as to when their new homes will be available.
