Moran said a dispatcher told him not to enter the house until police had cleared it.However, when he got there the officers had already left, saying there was nothing to report. So he requested police come back out.When they returned, Moran said they learned together that someone had in fact broken into the garage and tampered with items but didn't take anything."I noticed that my saddlebags were not latched and there was a helmet in the tour pack, it had been moved to where the tour pack could not close," he said.Four days later, an invoice showed up in the mail from the city of Mesa's alarm enforcement unit. Moran received a $50 fine for a "false alarm assessment.”Moran said he's also been fined $100 for failing to register his system."I don't consider it a home alarm system at all," he said. "It's not a passive arming system, it doesn't notify the police automatically, it just tells me that my garage is open."Now, Moran is working to get the fines removed but said the city won't budge, offering only a two-hour class on alarms that could cut down his fees by $50.Before receiving the fine, Moran said he didn't have any idea that something like this would need to be registered."
